Professor at the University of Zaragoza since 1988, of which he is an Associate Professor of Applied Economics since 1996. He has been General Director of Economics in the Government of Aragon (1999-2004) and General Director of Financial Coordination with Local Entities (2005- 2008) and with the Autonomous Communities (2008-2011) in the Ministry of Economy and Finance.
